Planning Process
Project Initiation
The Comprehensive Plan process begin with an organizational meeting between City staff and the consultant. The consultants also met with the Planning Commission to review the process and major components of the Plan in February 2025.
Initial Public Input
At the onset of the project, the public was invited to provide input via a public drop-in meeting and a community survey. The public meeting was held on April 10 and you can view the materials here. The community survey was available online throughout the month of April - thank you to the more than 300 participants!
Prepare Draft Plan
With the background information compiled and a consistent vision and goals to direct recommendations, the consultants will begin to develop a draft Comprehensive Plan. City Staff and the Planning Commission will provide feedback during this process.
Develop Final Plan
Following input from the public, the draft document will be refined to ensure it meets the needs of the community. The final draft will be posted on the project website, after revisions are completed.
Background Research
To start the process, an extensive amount of background research is being conducted. This includes an analysis of existing plans, relevant data, and existing conditions. This segment of the process also included a series of "listening sessions" or small group interviews with stakeholders.
Plan Vision and Goals
After the background research phase is completed and initial public input has been collected, the consultants, City staff, and Planning Commission will draft a vision and set of goals to help direct the recommendations of the Comprehensive Plan. These will be the building blocks of the recommendations.
Public Input on Draft
After the first draft of the Comprehensive Plan is completed, it will be released to the public for review. The public will be able to view the document online, as well as attend a public meeting to provide feedback on the document.
Adoption Process
The final stage of the planning process is adopting the new Comprehensive Plan. This will include a formal recommendation from the Planning Commission, a public hearing, and adoption by the City Council.
